I think this means that if you say you are a truly honest person you need to never ever lie to someone even if it's going to get you out of trouble. Who ever is a truly great person is the one who always ctr and never ctw. For example, ctr a person is walking to go buy something and while he is walking his wallet falls but a young student picks it up and notifies the guy. And an example of ctw, is when the young student picks it up and keeps it to go buy a new video game.
